You can learn JS while learning a framework but it's better to actually learn vanilla JS and then move onto the frameworks. A lot of the times, there is just a simple way to do something, without unnecessary logic.
I'd suggest, learn JS first then move onto more complex frameworks, that way you'd have a better understanding of the JS world.
