Since reading this and writing my response I keep thinking about the idea.

How about seeing your mission as more than that of a technical translator. You would have to see yourself as bridging the gap.

Hence, tutorials would be more suited than the formal documentation (I say formal as they would have to be translated as they are). With tutorials you could cover the basics and at the same time point them towards them learning english. You can't be their English teacher, but just like technical blogs and youtube channels which sometimes talk about job interviews and other non coding topics, you could build your blog and your brand with the goal of helping them learn the basics and pointing them to learning English (without you teaching them English of course).
