I think JavaScript is moving so fast it makes the movement of CSS look slow. There has been movement of CSS (CSS3, grid, flexbox, transpilers galore) but not as fast as JavaScript. JavaScript was kind of reborn when Node.js hit so there was huge enthusiasm, interest and movement there but CSS hasn't had a Node-like event.
