I like to set micro goals where I have to complete a thing before taking a break — even if I really want to take the break.
If the goal is achievable I can usually stick to it.
When I have achieved the goal I get to either take the break or I've gotten into more of a focused flow state and I am motivated to keep things rolling before breaking focus.
I've started using Arc, and it's made a big difference. The way it organizes folders and favorites is quite different from what you're used to in Chrome. Plus, it closes tabs after a time of your choosing, which shows you how often you don't actually need to revisit a tab.

I use Opera browser, so I don't get much tab clutter. It auto-organizes my tabs into island and I can shrink / expand / search them.

Open even more tabs until my heart is content. Then look at the time, panic, blame the Internet inventor and try to get the work done in 1 hour.
