How hard was it when you got your current job without a public portfolio? It's nice to have, not essential, and nobody you should take seriously thinks the lack of one is an automatic disqualification. Trying to relocate as a junior is going to be what makes this difficult, but even so that doesn't mean it's impossible. England's a bit of an odd choice at the moment considering the impending Brexit, but I assume you've thought that part out.
Like most people with questions that amount to "am I ready to start applying for jobs?", actually doing it is likely to be a much better use of your time than worrying. Submit a few applications, do some interviewing, get a few rejections under your belt and ask for feedback so you know what to focus on. Be prepared for it to take some time and effort and many attempts.
