Previously, the Cloudflare has a metered rate limiter, which is not cheap. Now, the cloudflare decides to provide this for free (even for free plans):

Free plans has 1 rate limiter rule and Pro plans has 2.
For free plans, the rate limit period is 10 seconds, for Pro, it can be set to 1 minute, and for Enterprise, it can be up to 10 minutes.
