How to give AI agents spending power without unlimited access to your money

Your AI agent is processing documents overnight. Halfway through, the API it relies on runs out of credits. The agent identifies the problem and determines that it needs another $20 to continue.

Now what?

You could approve the purchase manually, but that interrupts the workflow. Or you could give the agent access to a payment method and let it purchase the credits itself.

The second option raises a question that becomes increasingly important as AI agents take on more responsibilities:

How do you give an AI agent permission to spend money without giving it unrestricted access to your funds?

We're exploring this problem while building AIrocards, virtual payment cards designed for AI agents.

In this article, we'll look at the risks of agent-initiated payments, a practical example of application-level spending controls, and why adding a limit at the payment-card level can provide another layer of protection.

  The scenario: $20 in API credits, a $60 task budget

Imagine an AI agent that processes documents using a paid API.

When the API balance becomes too low, the agent can request additional credits. Each top-up costs $20, and the total payment budget for the task is $60.

The intended behavior is straightforward:

The agent can request credits when needed.

The application checks whether the purchase is authorized.

The total spending stays within the assigned budget.

Requests exceeding the budget are rejected.

The simplest implementation might involve giving the agent access to an existing payment card.

But that creates a mismatch.

The task requires permission to spend up to $60. The payment card might have access to thousands of dollars.

Even if the agent has been instructed to stay within budget, those instructions are not the same as an enforced financial restriction.

  What can go wrong when agents make payments?

An AI agent doesn't need malicious intentions to initiate an unwanted transaction. Ordinary errors and unexpected inputs can be enough.

  Repeated payment requests

An agent requests a $20 top-up. The payment succeeds, but the response times out.

The agent assumes the request failed and retries.

Without appropriate safeguards, the same purchase could be submitted more than once.

  Incorrect interpretation of account balances

An API returns an unexpected response, and the agent incorrectly concludes that additional credits are required.

It may continue requesting purchases even when the balance is sufficient.

  Prompt injection

An agent encounters external content containing instructions that were not provided by the user.

For example, a webpage might tell the agent that it must purchase an additional service to continue.

If the agent treats that content as an authorized instruction, it could initiate an unwanted payment.

  Exposure of payment credentials

If card details are included in model prompts, browser sessions, logs, or third-party tools, they may become accessible to systems that do not need them.

  Paying the wrong merchant

An agent might reach an incorrect checkout page, an unexpected reseller, or a merchant that doesn't match the original request.

A spending limit can reduce the amount exposed to risk, but it cannot establish whether a merchant is legitimate.

These examples highlight an important distinction:

Permission to make a payment should not automatically mean permission to spend any amount.

  Layer 1: enforce spending rules in your application

One way to reduce these risks is to place payment authorization outside the language model.

Instead of letting the model execute arbitrary transactions, it requests a payment through a defined tool.

The application then decides whether that request is allowed.

For example, an application could enforce three rules:

Every task has a predefined budget.

Payments above a specified threshold require human approval.

A payment request cannot exceed the task's remaining budget.

Here's a simplified Python example.

from dataclasses import dataclass
from decimal import Decimal

class BudgetExceeded(Exception):
    pass

@dataclass
class TaskBudget:
    task_id: str
    limit: Decimal
    approval_threshold: Decimal
    spent: Decimal = Decimal("0")

    def validate_payment(self, amount: Decimal) -> None:
        if amount <= 0:
            raise ValueError("Payment amount must be positive")

        if self.spent + amount > self.limit:
            raise BudgetExceeded(
                f"Task {self.task_id}: "
                "payment exceeds remaining budget"
            )

    def needs_approval(self, amount: Decimal) -> bool:
        return amount > self.approval_threshold

    def record_successful_payment(self, amount: Decimal) -> None:
        self.spent += amount

budget = TaskBudget(
    task_id="document-processing-001",
    limit=Decimal("60.00"),
    approval_threshold=Decimal("20.00"),
)

requested_amount = Decimal("20.00")

budget.validate_payment(requested_amount)

if budget.needs_approval(requested_amount):
    print("Human approval required")
else:
    print("Payment request is within policy")

This is an educational example, not production-ready payment-processing code or an AIrocards integration. It demonstrates basic budget validation but does not execute payments, reserve funds, prevent concurrent requests, or provide durable transaction tracking.

In production, budget reservations and updates need to be handled atomically. Otherwise, multiple workers could pass the same budget check before any of them records a payment.

Payment failures also require careful handling. A successful charge followed by a timeout must not automatically result in another charge.

The example is useful for illustrating a spending policy, but it is not a complete payment authorization system.

  Restrict what the agent can request

Another useful approach is to limit the payment actions exposed to the agent.

For example, instead of allowing the model to request any amount, the application could provide a tool that accepts only predefined top-up values.

{
  "name": "request_api_credits",
  "description": "Request additional API credits",
  "parameters": {
    "type": "object",
    "properties": {
      "amount_usd": {
        "type": "number",
        "enum": [10, 20]
      },
      "reason": {
        "type": "string"
      }
    },
    "required": ["amount_usd", "reason"]
  }
}

The agent can request $10 or $20 in credits, but it cannot choose an arbitrary amount through this tool.

The application still needs to validate the request, authorize the payment, and handle the result.

A restricted tool interface is useful, but it is only one part of the control system.

  Additional safeguards

Idempotency

Use idempotency keys when supported by the payment provider. Retries of the same logical purchase should reuse the same key to reduce the risk of duplicate charges.

Concurrency controls

When multiple workers share a budget, use persistent storage and atomic updates or reservations. A simple in-memory balance check is insufficient.

Merchant restrictions

Where possible, restrict payment requests to approved merchants or destinations.

Transaction records

Keep records connecting payment requests to their originating tasks, authorization decisions, and payment outcomes.

Human approval

Require confirmation for transactions that exceed a defined threshold or fall outside the expected workflow.

These controls can make agent-initiated payments safer.

But they share an important limitation: they only apply when a payment actually passes through them.

  Why application-level limits are not always enough

Consider an AI agent that interacts with a browser and completes an online checkout.

If the agent has access to payment-card credentials, it may be able to initiate a transaction outside the application's dedicated payment tool.

A similar problem can arise if a developer introduces another payment workflow without applying the same budget checks.

In both cases, the application's spending policy may be bypassed.

This is where it becomes useful to distinguish between two types of controls.

Application-level spending limits are enforced by the software coordinating the agent.

Card-level spending limits are restrictions associated with the payment instrument itself.

The application can evaluate the context of a payment request: which task initiated it, whether the merchant is approved, and whether human authorization is required.

A card-level limit adds a separate financial boundary.

If a transaction exceeds the amount available under that card's limit, the payment can be declined independently of the agent's instructions.

This does not eliminate every possible payment risk, but it reduces reliance on a single layer of software controls.

  Layer 2: give each task a dedicated virtual card

Let's return to the document-processing agent.

It needs to purchase API credits during an overnight workflow, with a total budget of $60.

Instead of sharing a general-purpose payment card, the user could assign a separate virtual card with a predefined spending limit.

This creates a clearer relationship between the task and the funds it is permitted to use.

  One task, one card

A document-processing workflow receives its own card.

Another task can use a different card with a different spending limit.

The financial permissions are tied to individual tasks rather than shared across unrelated workflows.

  A predefined spending limit

The budget is established before the agent begins making purchases.

If a transaction would exceed the card's available limit, it is declined.

This creates an additional restriction beyond the agent's instructions and application-level validation.

  Less exposure of primary payment methods

A dedicated virtual card can reduce the need to provide an agent with access to a personal or primary business card.

However, the dedicated card's credentials still require secure handling.

A spending limit reduces the amount accessible through that card; it does not make credential exposure harmless.

  Separate budgets for different workflows

Different tasks may require different spending permissions.

An agent purchasing API credits might need $60, while another workflow might need only $15.

Using separate cards makes it possible to assign different financial boundaries without giving every agent the same level of access.

  Why combining both layers makes sense

Application-level controls and card-level limits solve different parts of the problem.

The application determines whether a payment request is appropriate.

The card provides an additional restriction on spending through that payment instrument.

Consider an agent requesting a $20 API-credit purchase.

Before the payment is initiated, the application could check:

Does the request belong to an authorized task?

Is the requested amount allowed?

Is the merchant approved?

Does the purchase fit within the remaining task budget?

Is additional human approval required?

If the request passes these checks, the payment process can continue.

The card's spending limit then provides another boundary if the transaction exceeds the amount permitted on that card.

This approach is an example of defense in depth: using multiple safeguards rather than relying entirely on one mechanism.

Neither layer makes autonomous payments risk-free, but together they can address different failure scenarios.

  Practical checklist for agent-initiated payments

Before allowing an AI agent to make purchases, consider the following:

[ ] Define a spending budget for every task before execution.

[ ] Route payment requests through a controlled tool whenever possible.

[ ] Keep payment credentials outside the model's context unless absolutely necessary.

[ ] Restrict payment amounts and destinations.

[ ] Use idempotency keys for retries when supported.

[ ] Handle concurrent payment requests safely.

[ ] Require human approval for transactions outside predefined conditions.

[ ] Avoid exposing primary personal or business cards unnecessarily.

[ ] Consider dedicated virtual cards with spending limits.

[ ] Record payment requests and outcomes for review.

[ ] Define how the workflow handles declined payments and authentication requirements.

Spending limits are important, but they do not solve every problem.

Some merchants require 3D Secure or other payment authentication that an unattended agent may not be able to complete.

Some merchants may not accept certain virtual cards.

Authorization holds, fees, or additional charges can also affect the amount available under a card's limit.

And a spending limit cannot independently determine whether a merchant or purchase is legitimate.

These situations require separate controls and careful workflow design.

  What we're building at AIrocards

The distinction between application-level permissions and card-level spending limits is central to our approach at AIrocards.

We're building virtual payment cards designed specifically for AI agents, based on a simple principle:

An AI agent should have access to the budget it needs for a particular task, not unrestricted access to a user's funds.

With AIrocards, the idea is to assign a dedicated virtual card to a task and define its spending limit in advance.

The agent can use the card for payments within the available limit, while transactions exceeding that limit are declined.

This approach provides a financial boundary at the payment-card level rather than relying exclusively on the agent's instructions.

It also allows different tasks to have different budgets without sharing the same payment card.

  Reserve Founder rates

We're currently accepting early access reservations with special Founder rates:

2% top-up fee

$0 monthly fee

Unlimited task cards

Reserve early access now and lock in these rates:

https://airocards.com/

  Your turn

I'm curious how others are approaching this problem.

If your AI agent needed to purchase $20 in API credits, would you rely on a spending limit enforced by your application, or would you also want a hard limit on the payment card itself?

And if you've already experimented with agent-initiated payments, what has been the most difficult part: authorization, payment reliability, or controlling spending?
