Non-Banking Financial Companies (NBFCs) have grown so reliant on digital platforms to handle customer details, loan applications, financial transactions, and service delivery. But it is this increased reliance on technology that leaves them vulnerable to hacking, such as ransomware, data breaches, phishing, and unauthorized access to systems, as well. Cyber security for NBFCs is not merely an IT issue. It is a significant element of regulatory compliance, operational resilience and customer trust.

RBI Cybersecurity Requirements form the basis of dealing with risks associated with technology and safeguarding confidential financial data. Being prepared to do a security assessment means more than implementing security tools. NBFCs are required to prove that their controls are reasonably written, regularly observed, and by good evidence.

Understanding RBI Cybersecurity Requirements for NBFCs

The Reserve Bank of India (RBI) has introduced various regulatory instructions addressing information technology governance, cyber security, outsourcing, and operational risk within the financial sector.
One important reference is the RBI's Master Direction – Information Technology Framework for the NBFC Sector, issued in June 2017. It established an IT governance and risk management framework for NBFCs, with requirements relating to IT strategy, information security, access controls, business continuity, and technology risk management.
The standard of applicability of certain requirements varies with the regulatory categorization, the size, business operations, and the applicable RBI guidelines of an NBFC. As a result, organizations should not view cybersecurity compliance as an effective checklist. Rather, they ought to find relevant regulatory requirements and align them to their internal security controls. An organized assessment assists in ascertaining whether these controls are working or not and whether the organization is in a position to exhibit compliance based on documents produced.

Why Security Assessments Matter for NBFCs

Security assessments assist NBFCs in discovering vulnerabilities, the analysis of current defenses, and the awareness of whether the business risks are sufficiently resolved in their cyber security system. They equally give a chance to detect gaps before these cause operation removal, financial damage, or regulatory issues.

There are usually three areas that are assessed in depth:

Control design: Are the security policies, procedures, and technical safeguards appropriate for the organization's risk profile?

Control implementation: Have the documented controls been deployed across relevant systems, applications, networks, and business processes?

Control effectiveness: Are the controls operating consistently, and can the organization demonstrate their effectiveness through testing and supporting evidence?

NBFCs that are cloud-based, employ digital lending platforms, outsource technology services, or are third-party application providers are especially significant in these areas.

Key Security Assessments NBFCs Should Prepare For

IT Governance and Cyber security Risk Assessment
The initial step in an assessment would be to look at the IT governance structure and practices of the organization with regard to Cyber security risk management practices. It is aimed at answering the question of whether the responsibility for Cyber security is well defined and whether the management pays close attention to the risks associated with technology.
NBFCs are expected to have a sanctioned information security policy, information technology plan, cyber security risk assessment framework and documented roles and obligations of the corresponding stakeholders.

Evidence to prepare:

Board or committee meeting minutes covering IT and Cyber security risks.

Approved information security policies and procedures.

Cyber security risk registers and risk treatment plans.

Records of periodic policy reviews and approvals.

Defined roles and responsibilities for security management.

These documents help demonstrate that cyber security is managed through an established governance framework rather than informal technical processes.

Vulnerability Assessment and Penetration Testing
Vulnerability Assessment and Penetration Testing (VAPT) helps identify weaknesses in applications, infrastructure, networks, and other technology assets. A vulnerability assessment identifies known security weaknesses, while penetration testing evaluates whether selected vulnerabilities can be exploited under defined testing conditions.
For NBFCs, the assessment scope may include internet-facing applications, digital lending platforms, APIs, internal networks, databases, and cloud environments. The frequency and scope of testing should be determined by applicable RBI cybersecurity requirements, the organization's risk profile, and significant changes to its technology environment.

Evidence to prepare:

Approved VAPT scope and testing methodology.

Assessment reports identifying vulnerabilities and their severity.

Remediation records and supporting technical evidence.

Retesting reports confirming whether identified issues were resolved.

Documented risk acceptance for unresolved vulnerabilities, where appropriate.

A report alone does not establish that vulnerabilities have been addressed. NBFCs should maintain evidence showing how findings were prioritized, remediated, and validated.

Access Control and Identity Management Assessment
Access management is essential for protecting customer data, financial records, and critical business applications. An assessment should examine whether employees, administrators, vendors, and service accounts have access only to the resources necessary for their responsibilities. NBFCs should review privileged access, authentication mechanisms, user provisioning, access revocation, and periodic access reviews.

Evidence to prepare:

User access listings for critical applications and infrastructure.

Privileged account inventories.

Records of access approvals and periodic access reviews.

Multi-factor authentication configuration evidence.

Joiner, mover, and leaver process records.

Logs showing the removal of access for former employees.

These records help establish whether access controls are consistently applied and whether inappropriate permissions are identified and removed.

Security Monitoring and Incident Response Assessment

Cyber security monitoring enables NBFCs to identify suspicious activity and respond to potential security incidents. An assessment should evaluate whether relevant systems generate security logs, whether these logs are monitored, and whether incident response procedures are documented and tested. Depending on the environment, monitoring may involve Security Information and Event Management (SIEM) platforms, endpoint detection tools, network monitoring systems, and security operations teams.

Evidence to prepare:

Security monitoring policies and procedures.

Log retention configurations and monitoring records.

Incident response plans and escalation matrices.

Incident registers and investigation reports.

Records of incident response exercises.

Corrective action reports following security incidents.

NBFCs should also review applicable CERT-In directions and RBI reporting obligations to determine the required incident reporting timelines and processes.

  Conclusion

The RBI Cybersecurity requirements emphasize the significance of well-organized cyber security stewardship, proper risk assessment, and suitable safeguarding of the technology infrastructure.
In the case of NBFCs, security assessment is a chance to review the level of effectiveness of current controls and the ability of regulatory expectations to be reflected in verifiable evidence. NBFCs may enhance their readiness to assess by ensuring proper asset inventories, proper security testing, review of access controls, enhancements in their incident response and the systematization of evidence. An offensive strategy benefits organizations in dealing with cyber security threats and aids in operational resiliency and consumer trust.

Both Red Teaming and Penetration Testing are forms of security assessment and evaluation. The objective of these assessments is to determine the extent to which assets and procedures of an organization defend against cyberattacks. These assessments vary in numerous respects. Understanding Red Teaming vs Penetration Testing helps businesses choose the right approach for their security goals.

  What is a Penetration Test?

Pentesting or Penetration Testing is an attack on a target asset with a goal of answering the question “to what extent can an attacker successfully compromise an asset or inventory, with the means and methods available to them?” Penetration Testing can be thought of as the partner engagement to a Red Team exercise. In a Red Team exercise, the threat model emulates the intentions of an attacker. The partner Pen Test would enumerate how an attacker can accomplish that goal.

  What is Red Teaming?

A Red Team exercise is a broad attack emulation that incorporates multiple attack vectors. In a Red Team exercise, the attack surface is typically broad. The attack scenario is focused on achieving end goals.

Generally, end goals need to be approved by the organization being assessed. The end goals may include, but are not limited to, theft or disruption of sensitive business information, theft of intellectual property, or disruption of day-to-day business operations.

To achieve these goals, an attacker could access and/or alter sensitive data, gain control of a critical system, or determine the capability of the defending organization to identify and stop an attack.

Examples of actions in a red team exercise include:

Weaponizing and/or exploiting security and/or application flaws

Bypassing/removing security controls

Testing site and/or system security

Evaluating the defending organization's capability to identify and/or stop an attack

Determining the defending organization's capability to identify and/or respond to an attack

The above exercises are useful for determining an organization's capability to respond, detect, and/or prevent a real-world threat.

Red Teaming vs Penetration Testing - Key Differences

While both security tests are sanctioned by the organization, the focus and breadth of the tests vary.
Depending on the objectives of the exercise, the test may assess an organization's resilience to real-world attacks.

Red Teaming vs Penetration Testing:

Red Teaming vs Penetration Testing - Can assessment methods be combined?

These approaches can be blended. For a more effective risk management system, both assessments can be implemented as part of a security program. To blend both assessment approaches, first, all the open security gaps can be closed with the help of penetration testing.

Next, safety controls can be evaluated and examined to determine if critical gaps have been closed. Finally, an attack threat scenario can be simulated. The threat scenario can examine the extent to which the attacker can succeed in achieving their objective in view of the organization’s existing defensive measures.

The threat simulation can help to identify the gaps in the security controls and assist in developing improvement plans. It is important to note that both assessment approaches should be aligned to the organization’s risk exposure and thresholds, legal and regulatory obligations, and the changing organization’s infrastructure.

Understanding When to Use Each Method

When talking about the world of security, the maturity of your organization plays a role in deciding between red teaming and penetration testing. Penetration testing focuses on evaluating the efficacy of your organization’s safeguards by attempting to breach your systems.

Red teaming focuses more on determining your organization’s ability to identify and defend against an attack. There are a few things to review when determining if you should consider Red Teaming vs Penetration Testing.

Are your business systems ready to defend against an attack? Have you established sufficient security to protect your organization? What are your business goals? Are there adequate resources for the level of testing you require? What type of reports do you require? Are you looking for a traditional vulnerability report, or do you need an assessment to validate your organization’s readiness to defend against an attack?

Define the borders of your testing. This will help your organization gain actionable information and not compile a lengthy, unsophisticated report of security defenses. Red teaming and penetration testing help an organization assess their defense mechanisms. Both forms of testing assist and augment an organization’s security practices.

Cyberattacks evolve much faster than most organisations can possibly keep up, which means that testing security before breaches occur has become imperative for any business. In order to break into networks, websites, and cloud services, hackers scan for vulnerable software, weak passwords, and misconfigurations. Through penetration testing, it becomes possible to discover such vulnerabilities ahead of time and simulate a hacker's attack in order to get a better idea about how safe the company's data and resources are and whether they meet certain security standards.

As today's businesses run in a variety of environments, one cannot conduct just one type of penetration test and be safe from attacks. It is necessary to take into account several aspects that may contain security vulnerabilities and analyse them separately. Here are seven types of penetration tests that make up an integral part of every security strategy.

  7 Types of Penetration Testing

Here are seven types of penetration tests that make up an integral part of every security strategy:

  1. Network Penetration Testing

Networks form the foundation of corporate activity, and a weakness at this level could give an attacker access across the whole organisation.

External perimeter testing: Tests firewalls, routers, and external servers to ensure that outside attackers cannot gain entry.

Internal network testing: Assumes an attacker is present and determines how far he can progress and what he can reach.

Hardware configuration assessment: Identifies default password use, outdated firmware, and insecure access control to network hardware.

Port and services scanning: Points out unneeded open ports and outdated protocols that may become exploitable.

This type of penetration testing allows security experts to plug any weaknesses that may lead to an intruder passing through undetected.

  2. Web Application Penetration Testing

The website or portal is usually the very first thing that the customers or business associates come across; thus, it is the first thing that is attacked by any attacker.

Session testing: Examines how effective the authentication process and multi-factor systems are in preventing takeover attacks.

Input validation testing: Tests the website for injection attacks and cross-site scripting.

Business logic testing: Verifies whether it is possible to manipulate pricing, skip some procedures, or access administrative functions.

API security testing: Analyses the way the API processes data and implements authorisation.

The penetration testing of web applications ensures customer safety without affecting the user interface.

  3. Penetration Testing for Mobile Applications

As more corporate operations shift to mobile phones, the number of potential vulnerabilities via mobile applications is increasing for both businesses and their consumers.

Code inspection: Checks whether there are any exposed keys or passwords in the compiled code of the application.

Data storage tests: Ensure that sensitive data is stored securely and does not remain in plain text on the device.

Transport encryption test: Ensures that the transferred data from the app to its server is protected.

Application communication test: Analyses interactions of the application with other apps and system components to avoid leaks.

This kind of penetration testing allows developers to understand the flaws of their apps and fix them before going live with the update.

  4. Cloud Penetration Testing

The use of cloud computing has brought about a shift in security responsibility sharing between the providers and the organisations, making cloud environments worthy of being tested independently.

Access management tests: Verifying if there is over-permissioning or if administrative privileges are not required.

Security assessment of storage: Making sure that cloud storage and backups are not publicly accessible by mistake.

Tests for containers and serverless computing: Assessing containers, serverless computing, and Kubernetes clusters for vulnerabilities.

Tests for management console: Assessing cloud infrastructure management consoles for vulnerabilities.

Penetration testing of cloud environments allows organizations to identify configuration weaknesses that are hard to notice yet can be quite expensive.

  5. Social Engineering Testing

No matter how good the technology may be, people continue to be a vulnerable point of entry for hackers. This testing method checks the susceptibility of staff members to social engineering techniques.

Phishing test: Sends simulated phishing emails to test how employees react and whether they notify someone about any possible attacks.

Spear phishing test: Focuses on particular individuals like the finance department or high-level executives by making personalized attempts.

Vishing and smishing test: Makes use of voice and text communication to check if staff members confirm unknown requests.

Training feedback: Determines which departments require more training.

Social engineering pen tests make people part of the security system rather than its vulnerability.

  6. Penetration Testing of Wireless Networks

Wireless networks may be convenient to use, but their signals usually go through office walls, offering chances to hackers who may attack them.

Wireless encryption auditing: Audits Wi-Fi technologies such as WPA2 and WPA3 for vulnerabilities.

Wireless rogue access point testing: Searches for rogue access points or hotspots on the network.

Wireless guest network testing: Tests that the wireless guest network is segregated from other parts of the network.

The penetration test of wireless networks will prevent any possible attacks from parking lots, other offices, or public areas.

  7. Physical Penetration Testing

No matter how secure the computer network is, all these efforts will fail if anyone can just come into the building and access the physical hardware.

Access control testing: Checks keycards, lockers, and entries for any potential risks, like tailgating.

Checks on restricted areas: Examines server rooms, executive areas, etc., to see how well they are protected.

Disposal checks of documents and hardware: Ensures sensitive materials are disposed of properly.

Physical social engineering: Sees if people will ask questions about unfamiliar personnel, such as an impersonator of a technician.
To your good news, now you are well-aware of the seven types of penetration tests.

  Conclusion

An effective cybersecurity program must consider all potential entry points for a hacker, which may be network-based, application-based, cloud-based, people-based, or physical-based. Automated scanning usually doesn’t reveal any logical or configuration problems in most cases, which is the reason why penetration testing continues to be so useful. By including these seven different forms of penetration testing into an organization’s security regimen, the company can put itself in a better position to protect its information and maintain compliance standards.

In essence, this is not a process that can be completed once and ticked off; rather, it is a continuing process that fosters resilience and keeps away genuine threats.
