&lt;strong&gt;AWS wins VMs&lt;/strong&gt; — EC2 is fastest and most reliable at 99.8% success rate&lt;/li&gt;
&lt;li&gt;
&lt;strong&gt;Azure is the most consistent&lt;/strong&gt; — lowest p99 variance for VMs, predictable if not the fastest&lt;/li&gt;
&lt;li&gt;
&lt;strong&gt;GCP's p99 is brutal&lt;/strong&gt; — 235 seconds worst-case means outlier provisioning events are extreme&lt;/li&gt;
&lt;li&gt;All three clouds show elevated failure rates during certain time windows — &lt;strong&gt;never documented publicly by any provider&lt;/strong&gt;
