&lt;p&gt;The pool-size number is the easiest thing to advertise and the least predictive of whether your pipeline survives contact with production traffic. A "20M IP" pool padded with stale or already-flagged IPs will lose to a smaller, actively-maintained pool every time.&lt;/p&gt;
