I help at a community desk two evenings a week. People bring USB sticks with school forms, job packets, and rental applications. The machines are locked down. No Adobe install. No “create an account with your personal email” speech I feel good giving.

What I tell people before they upload

Only put files on the shared PC that they are allowed to process.
Close the tab when they are done. Clear downloads if the desk policy says so.
Keep a master copy on their own drive. Shared machines are messy.

Scanned homework is the hard case. Those pages are pictures of paper. You can cover areas and stamp new text, but you are not rewriting the original handwriting the way Word rewrites a paragraph. For long rewrites I send them to PDF to Word, edit there, then export PDF again.

I needed to eSign a PDF on my phone without Adobe

Last week a landlord emailed a lease addendum and asked for a signature the same day. I was out, phone only, no printer, and I was not installing Adobe just for one scribble.

Here is what actually worked for me.

Practical notes if you try the same thing

Zoom in before you place anything. Phone screens lie about alignment.
Keep an unsigned copy. Once you send the signed file, you want a clean original.
If the portal wants a tiny file later, compress after you sign, not before. Signing first keeps the ink sharp.

When a form asks for a Word file, converting is obvious. When you only need to change a date or cover a line, conversion is slower than editing the PDF.

My rule:

Long rewrite → PDF to Word
Small fix on a text PDF → PDF Editor (no account wall)
Scanned pages → expect overlays, not perfect text reflow

After edits, if a portal has a size limit, Compress PDF.

Common case: a 40-page PDF, and the form only wants pages 1–3.

What I want from a splitter:

Pick page ranges
Download immediately
No forced account

Most of the time I just need a signature image on a form, not full DocuSign workflow.

What I look for:

I used to open a PDF editor for everything. That was a waste of time.

Edit in the browser when the job is small: fix a date, highlight a clause, cover a phone number, drop a signature image. Upload → change the page → download. I use FileLumo PDF Editor for that path because it doesn’t force an account before download.

Convert PDF → Word when you need real paragraph rewrites. Overlay text boxes on a 12-page contract is misery. Convert, edit in Word/LibreOffice, export PDF again.

Scans are photos. You’re stamping on an image unless you OCR. Budget proofing time.
