HARGEISA, February 21, 2026 — Scholar and political analyst Mohamed Farah Tahar has stated that traditional elders are the most hardworking group in Somaliland, highlighting their crucial role in maintaining peace and stability within communities.
Speaking to GovAfrika Journal today, Tahar explained that elders dedicate much of their time to resolving disputes, mediating clan disagreements, and strengthening unity among the people of Somaliland.
He noted that although government institutions operate through formal systems, traditional elders work directly with communities at the grassroots level, often handling sensitive social and cultural matters.
“The peace and stability we see in Somaliland today are strongly supported by the continuous efforts of traditional elders,” Tahar said. “They work tirelessly to prevent conflicts and preserve harmony among clans.”
According to Tahar, elders play an essential role in applying customary law (Xeer), guiding reconciliation processes, and safeguarding cultural values that bind communities together.
He concluded by emphasizing the importance of recognizing and supporting the work of traditional elders as a foundation for long-term peace and development in Somaliland.

How a Nation Develops: Education as the Foundation of Progress

Published by: GovAfrika Journal

Analysis by: Mohamed Farah Tahar – Scholar of Governance and Political Studies

Introduction

The development of any nation is not built on luck or natural resources alone. Sustainable progress is rooted in knowledge, strong institutions, and visionary leadership. Countries that prioritize education and governance reform create stable foundations for long-term prosperity.

1. Education as the Backbone of National Transformation

Education empowers citizens with critical thinking, professional skills, and civic awareness. A knowledgeable population strengthens democratic systems and promotes accountability.

Improves workforce competence and productivity.

Reduces poverty and social inequality.

Encourages innovation and technological growth.

2. Governance and Policy Direction

Effective governance ensures that educational policies are implemented efficiently. Transparent institutions, strategic planning, and accountability mechanisms are essential for sustainable national growth.

3. Leadership and Institutional Development

Strong leadership aligned with institutional development creates political stability. When governance structures are merit-based and policy-driven, public trust increases and national unity strengthens.

4. Research, Policy, and Innovation

Research institutions and universities must connect academic knowledge with public policy. Evidence-based policymaking enhances national planning and problem-solving in areas such as employment, economic diversification, and social development.

5. National Vision and Collective Responsibility

A shared national vision guided by knowledge and ethical leadership leads to inclusive development. Citizens, policymakers, and scholars must collaborate to achieve sustainable progress.

Conclusion

Nation-building is a continuous process that depends on education, governance reform, and visionary leadership. By investing in human capital and strengthening political institutions, countries can build resilient and prosperous societies.

Good Leadership as the Foundation of Effective Governance in Africa

Expert Policy Analysis | Governance & Institutional Reform

Hargeisa, Somaliland

This policy analysis is based on insights and research provided by governance scholar
Mohamed Farah Tahar, who emphasizes that leadership quality remains
the decisive factor in determining institutional effectiveness across African states.

According to Tahar, “Institutions do not operate in isolation.
Their strength reflects the ethical standards and strategic direction of those who lead them.”

Institutional Strength and Leadership Responsibility

Drawing from his research in public administration and state-building,
Tahar argues that sustainable governance requires leaders who prioritize
institutional integrity over personal political consolidation.
Independent judicial systems, professional civil services, and accountable
legislative bodies are strengthened when leadership reinforces — rather than undermines — them.

Strategic Vision and Development Planning

Tahar further notes that economic and social development outcomes
are closely tied to leadership foresight. Governments that succeed in
long-term planning and human capital investment often benefit from
leaders who articulate coherent development strategies.

Building Public Trust

In diverse societies, inclusive leadership fosters stability.
Tahar highlights that public trust becomes the foundation upon which
democratic resilience is built. Without ethical leadership,
even well-designed institutions struggle to maintain legitimacy.

Conclusion

As African nations continue governance reform efforts,
leadership development must be treated as a core pillar of state-building.
Institutional design alone is insufficient without principled and accountable leadership.

The Foundations of Statehood: Origins in Europe and Lessons for Africa

Introduction

Statehood did not emerge spontaneously; it evolved through complex historical, political, and social transformations.
European nations were among the first to institutionalize the modern state system, laying the foundation for contemporary governance structures worldwide.

1. The Origins of Modern Statehood in Europe

The foundations of modern statehood are often traced to the Peace of Westphalia in 1648,
which established the principle of national sovereignty. This agreement recognized the authority
of states over defined territories and affirmed their independence from external interference.

In the centuries that followed, Europe underwent significant transformations, including:

The strengthening of legal systems and the separation of powers.

The institutionalization of bureaucratic governance.

Political revolutions such as the French Revolution, which reinforced citizenship, equality, and popular sovereignty.

The Industrial Revolution, which accelerated economic growth and social modernization.

2. Key Achievements of European State Development

European state success was built upon several critical pillars:

Strong Institutions: Independent judiciaries, effective parliaments, and functioning legal frameworks.

Political Accountability: Regular elections and systems of public oversight.

Investment in Education: Universities and research institutions driving innovation and intellectual advancement.

Structured Economic Systems: Market regulation and protection of private property rights.

National Cohesion: The cultivation of a unified national identity beyond tribal or regional divisions.

3. Lessons Africa Can Learn

African nations need not replicate European models blindly; however, there are valuable principles that can be adapted:

Building institutions that function independently of personal political influence.

Strengthening the rule of law and combating corruption.

Prioritizing education and domestic research capacity.

Promoting national unity over ethnic or factional fragmentation.

Encouraging economic systems based on productivity and innovation.

Conclusion

European statehood was not achieved overnight; it was the result of reform, political struggle, and institutional evolution.
Africa possesses the opportunity to construct state systems rooted in its own historical and social realities,
while drawing lessons from global experiences.

Sustainable state-building requires ethical leadership, informed citizens, and resilient institutions.
When the foundations are strong, governance becomes not merely a system of control, but a framework for collective progress and dignity.

The Transition from Tribalism to Value-Based Institutional Governance
In the intellectual framework of Mohamed Farah Tahar, the transition from tribal-based systems to institutional governance is more than just a political shift—it is a moral and economic liberation. While tribalism has acted as a historical "cancer," the emergence of a "Value-Based State" offers a cure that ensures dignity and prosperity for every African citizen.
1. The State as a Universal Protector
Modern governance replaces the narrow safety of the "clan" with the broad security of the State.
Institutional Equity: In a functional government, justice is not a commodity bought by lineage; it is a right guaranteed by the constitution.
The Social Contract: When citizens pay taxes and receive quality healthcare and education in return, the bond of "Citizenship" becomes stronger than the bond of "Kinship."
2. Meritocracy: The Engine of Growth
Mohamed Farah Tahar’s analysis highlights that Africa’s greatest resource is its human capital. Governance creates the environment where this capital can flourish:
Skill-Based Leadership: By choosing leaders based on Competence + Integrity rather than Clan + Connection, nations unlock innovative solutions to complex problems.
Competitive Advantage: A transparent government attracts global investment, creating jobs for the youth and integrating Africa into the global digital economy.
3. Transparency: The Digital Antidote
The most positive trend in African governance today is the use of technology to eliminate corruption.
E-Governance: Digital systems ensure that resources are tracked and services are delivered directly to the people.
Accountability: Transparency acts as a "light" that shrinks the "shadows" where tribal favoritism once thrived.
The Pillars of a Prosperous Africa

Pillar The Positive Outcome Why it Matters
Rule of Law Equality before the law. Ends the era of "might is right."
Economic Freedom Fair access to markets. Empowers entrepreneurs over elites.
Civic Education An informed electorate. Ensures leaders are held accountable.
A Vision for the Future
As Mohamed Farah Tahar eloquently argues, understanding the "goodness" of governance is the first step toward achieving it. When the African people realize that a unified state is their most powerful tool for survival in the 21st century, the divisions of the past will naturally fade.
"Governance is the garden where the seeds of peace are planted and the fruits of prosperity are harvested."
Conclusion
The narrative is changing. Africa is moving away from the "cancer" of division and toward the "health" of institutional excellence. Through the lens of thinkers like Mohamed Farah Tahar, we see a continent that is not defined by its tribal past, but by its democratic and prosperous future.

Published by: GovAfrika Journal
While tribalism has historically challenged the continent, a new vision is emerging. Governance expert Mohamed Farah Tahar highlights that by shifting focus from tribal loyalty to national identity, African nations can unlock their true potential as global leaders in innovation and stability.
The Roadmap to Prosperity: Key Insights
The Power of Meritocracy: Mr. Tahar emphasizes that Africa’s greatest asset is its people. By institutionalizing a system where leadership and jobs are earned through skill and merit rather than lineage, nations can foster a culture of excellence that drives economic growth.
A Unified Civic Identity: Moving toward a mindset of "Citizenship First" creates social cohesion. When citizens are united by a common national goal, it paves the way for lasting peace and collective problem-solving, making the continent a beacon of unity.
Strengthening the Rule of Law: By building transparent and independent institutions, African states can ensure justice for all. This creates a predictable and welcoming environment for global investors, turning the continent into a hub for international business and opportunity.
Conclusion
Mohamed Farah Tahar believes that Africa’s future belongs to those ready to build nations that are stronger than clans. "By embracing justice, equality, and professional integrity, we are not just fixing governance—we are building the Africa of tomorrow."
GOVAFRIKA JOURNAL | SPECIAL REPORT
HEADLINE: Governance Expert Mohamed Farah Tahar Analyzes the Crippling Impact of Tribalism on Africa’s Development
HARGEISA, SOMALIA — Tonight, February 18, 2026, GovAfrika Journal published an in-depth analytical report addressing one of the most persistent hurdles to progress in developing African nations: Tribalism.
The report, authored by Mohamed Farah Tahar, a prominent scholar in Public Administration and Political Science, provides a critical look at how ethnic and tribal divisions continue to undermine state-building and economic stability across the continent.
Key Highlights from the Report:
The Erosion of Meritocracy: Mr. Tahar argues that tribalism often replaces competence with nepotism. When public offices are filled based on lineage rather than skill, institutional efficiency collapses, fueling systemic corruption.
Political Instability: The analysis highlights that tribal-based politics creates a "zero-sum game" that often leads to civil unrest, deterring both domestic and foreign investment.
The Stagnation of Policy: The report notes that tribal loyalties frequently take precedence over national interests, causing a deadlock in the implementation of vital developmental policies.
A Call for Institutional Reform
In his concluding remarks, Mohamed Farah Tahar emphasizes that for Africa to thrive in the 21st century, there must be a shift toward Civic Identity and the Rule of Law. He advocates for a governance model where citizenship outweighs clan affiliation to ensure sustainable growth and social justice.

Published by Govafrika Journal
Africa’s struggle with poverty, weak institutions, and social inequality is not caused by a lack of resources it is largely driven by a lack of political understanding and accountable governance.
Political analyst Mohamed Farah Tahar argues that development begins where citizens become politically conscious. When people understand how power works, how leaders are chosen, and how public resources should be managed, corruption declines and progress accelerates.
Too often, African societies are mobilized during elections but excluded from decision-making afterward. This political ignorance allows poor leadership to survive and public wealth to be misused.
Why Political Awareness Transforms Nations:
• It holds leaders accountable
• It protects public resources
• It strengthens democracy and social justice
• It encourages active citizenship
With formal training in public administration and political science, Tahar stresses that political education must become a priority across Africa — in schools, communities, and media platforms.
Without an informed population, development plans fail.
With informed citizens, nations rise.
Africa does not need more aid. It needs more political awareness.

By: GovAfrica Journal | Analysis by Mohamed Farah Tahar
Overview
In a groundbreaking analysis, Hargeisa-based scholar Mohamed Farah Tahar argues that Somaliland's international recognition is not a request for a new state, but a demand for the restoration of its 1960 sovereignty.
Key Highlights of the Analysis
The 1960 Precedent: Somaliland gained independence from the UK on June 26, 1960, and was recognized by over 35 UN member states.
The Failed Union: The 1960 merger with Italian Somalia was never formally ratified, making it legally "fundamentally flawed" from the start.
The Montevideo Standards: Somaliland fulfills all international requirements for statehood:
Permanent Population: A stable society of millions.
Defined Territory: Based on the 1960 colonial borders (Uti Possidetis Juris).
Effective Government: A functioning, democratically elected administration.
External Relations: Capacity proven through strategic global partnerships.
Why It Matters
Tahar concludes that the non-recognition of Somaliland is a political choice, not a legal one. Acknowledging the 1960 legal reality would stabilize the Horn of Africa and validate a successful, homegrown democratic model.
"Somaliland is not creating a new country; it is reclaiming the seat it already held in 1960." — Mohamed Farah Tahar

By Govafrika Journal govafrika@gmail.com

Hargeisa, Somaliland – June 2025

Introduction

In a society where traditional authority and formal scholarship have long existed in parallel, few individuals have managed to effectively unite both. One of those rare figures is Mohamed Farah Tahar – a prominent Somali elder and intellectual who has become a symbol of how education and culture can harmoniously reinforce each other in modern Somaliland.

A Dual Role Rooted in Responsibility

Mohamed Farah Tahar, born in 1984 in Hargeisa, wears two deeply respected hats. As a traditional elder (Caaqil), he has played a key role in mediating community disputes and promoting inter-clan harmony, especially in the Maroodi Jeex region.

As a public policy researcher and educator, he holds a Master's degree in Social Research and Public Policy from Golis University and has published extensively on governance, conflict resolution, and Somali oral traditions.

He is also a graduate of the Civil Service Institute (CSI), where he has trained numerous government staff in public administration and community engagement. His academic work is featured on Google Scholar and referenced by regional research institutions.

Uniting the Pen and the Stick

While many elders rely solely on inherited cultural authority, Tahar has redefined leadership by blending intellectual rigor with traditional influence. In clan councils, he is known for applying evidence-based reasoning and integrating research findings into local decision-making.

“My duty is to preserve our values — not by resisting change, but by guiding it with wisdom,”

he stated during a civic roundtable held recently in Hargeisa.

A Voice Against Clanism

For over five years, Tahar has spearheaded campaigns to combat clanism in Somaliland, particularly among youth. He has worked as an instructor in Hargeisa’s secondary schools, teaching Somali literature and culture while promoting unity and tolerance.

His public outreach stresses the importance of replacing clannish loyalty with civic identity and social cohesion.

Respected at Every Table

Mohamed Farah Tahar’s dual fluency in academic and traditional discourse has earned him admiration across social strata. He regularly engages with NGOs, government agencies, and international missions, serving as a trusted intermediary from Somaliland’s traditional leadership.

“He doesn’t just sit in the shade of the tree — he helps plant it, water it, and write its history,”

remarked one civil society leader.

Looking Ahead

As Somaliland seeks international recognition and deepens its governance systems, leaders like Tahar exemplify the harmony between modern public policy and indigenous leadership. His work shows that tradition and innovation can be allies in shaping the future of postcolonial Africa.

Mohamed Farah Tahar summary history

Date of Birth: 1984

Place of Birth: Hargeisa, Somaliland

Education
