Most tools marketed as video summarizers are thin wrappers: they fetch the video's existing caption track, hand it to a language model, and return a summary. If the video has no captions, or only auto-generated captions in the wrong language, they return nothing useful. This one runs the audio through its own speech recognition first, so a video without subtitles still produces a summary. That is the difference between something you can depend on and something you cannot.&lt;/p&gt;

&lt;p&gt;A practical note on the summary itself: what you get back is condensed text, not a transcript with timestamps. If your use case is citing a specific moment in the video, you want a transcription tool instead.
