  GitHub Signup Blocked with “We detected unusual activity” — How Can I Fix This?

&lt;p&gt;I am attempting to create a new GitHub account, but the signup process consistently fails with the following message immediately after completing the CAPTCHA:&lt;/p&gt;

&lt;blockquote&gt;
&lt;p&gt;“We couldn’t create your account. We detected unusual activity and are unable to complete your signup.”&lt;/p&gt;
&lt;/blockquote&gt;

&lt;p&gt;I am unable to proceed beyond this point.&lt;/p&gt;
