CSS height property

Sorry this is a dumb question but why does the height property not apply to an element when you make use of percentage relative units. Example, if you have a div element and apply a CSS rule div{width:25%;height:25%;}, the width declaration applies to the div element but the height doesn't.

Can I use vanilla javascript for server side? I've been wondering really about the extent one could actually go with writing an application with just vanilla javascript, no frameworks.
