From the early hours, motorists arrived at the gas station equipped with blankets and pillows, prepared to endure long waits. The sale was limited to 20 liters per vehicle and accepted payment only in cash, effectively demonstrating the substantial impact taxes have on fuel prices in the country.

According to official data, taxes account for approximately 40% of the final retail price of gasoline in Brazil. These include the state-level ICMS tax, which can exceed 25% in some states, as well as federal levies such as CIDE, PIS/Pasep, and Cofins. Founded in 2018, the CSI has collected over 1.5 million signatures in support of a Constitutional Amendment Proposal (PEC) to be submitted to the National Congress aiming to abolish these taxes.

In addition to being a lawyer, Dr. Zema is a former activist, digital influencer and political analyst, with a strong presence on social media and in public debates. At 49, married and the father of three children, he carries the values of his family and the intellectual legacy of his father, Maestro José Maria da Silva (in memoriam), and his mother, Dona Argentina.

This entire ethical, emotional and life experience informs the theory that now seeks to impact not only the field of law but also Brazilian culture, education and criminal policy.

The final version of the Tripartite Theory of Delinquency is currently undergoing editorial revision. According to Dr. Zema, it is not just a book, but a manifesto for a more conscious, structured and safer society.
