&lt;p&gt;In a passionate address, Patricia Nunes urged lawmakers to recognize the burden carried by animal advocates and delivered a proposal directly to the office of State Deputy Carlos Minc, who hosted the session. One of the key demands: the creation of a State Department for Animal Rights, something Rio de Janeiro still lacks.&lt;/p&gt;

&lt;p&gt;“Thousands of rescuers do the State’s job every single day without any support. I called on legislators to see them — and to act. &lt;p&gt;Recent data paint a harrowing picture. The Linha Verde (Green Line) tip line received over 13,500 reports of animal abuse in 2024 — an average of 37 per day. According to the Public Security Institute (ISP-RJ), there were 930 official reports of abuse this year, 751 involving cats and dogs, with dozens of confirmed deaths. The Environmental Crimes Unit also received over 2,000 complaints in 2023.&lt;/p&gt;

&lt;p&gt;These numbers reflect only the visible portion of a much larger crisis, one that the current legislation has failed to address.&lt;/p&gt;

&lt;p&gt;The Second Chance Institute: More Than a Shelter&lt;/p&gt;

&lt;p&gt;Founded in 2012 in the Lakes Region of Rio, the Second Chance Institute began as a small animal shelter. Over the years, under Patricia Nunes’ leadership, it evolved into a powerhouse of animal advocacy. &lt;p&gt;The initiative, held this Thursday (29) in the Asa Norte district, was part of the traditional “Tax-Free Day” (Dia Livre de Impostos — DLI), coordinated by the Chamber of Store Managers (Câmara de Dirigentes Lojistas — CDL), and included participation from the Fuel Without Taxes Movement (Movimento Combustível Sem Imposto — CSI), which advocates for the permanent removal of taxes on fuels in Brazil.&lt;/p&gt;

&lt;p&gt;From the early hours, motorists arrived at the gas station equipped with blankets and pillows, prepared to endure long waits. The sale was limited to 20 liters per vehicle and accepted payment only in cash, effectively demonstrating the substantial impact taxes have on fuel prices in the country.&lt;/p&gt;

&lt;p&gt;According to official data, taxes account for approximately 40% of the final retail price of gasoline in Brazil. These include the state-level ICMS tax, which can exceed 25% in some states, as well as federal levies such as CIDE, PIS/Pasep, and Cofins. Founded in 2018, the CSI has collected over 1.5 million signatures in support of a Constitutional Amendment Proposal (PEC) to be submitted to the National Congress aiming to abolish these taxes.&lt;/p&gt;

&lt;p&gt;Alexandre Nascimento, leader of the movement, argues that this tax relief should be funded through substantial cuts in public spending. He asserts that Brazil’s public sector is excessively large and inefficient, sustaining privileges for a political and bureaucratic elite at the expense of the general population.
