Until a few weeks ago, Anthropic's IPO looked likely to set a record. Now it's turning into a test of how much political risk the AI trade can take.

 The valuation was already sliding

In October, reports said the Claude maker might lower its target valuation from $2 trillion to around $1.5 trillion. Slowing revenue growth and wider fears of an AI bubble were behind it.

At an investor event in San Francisco on October 14, some investors were already discussing the $1.5 trillion figure. The Wall Street Journal later reported that some institutional investors were advising a range of $1.5 trillion to $1.6 trillion.

The paperwork is filed. Anthropic filed its registration statement with the SEC on October 26, aiming for a Nasdaq listing under the ticker ANT.

An amended filing on November 2 showed third-quarter revenue of roughly $17 billion, up more than 1,100% year over year and about 47% on the previous quarter. Those numbers are huge. But at these valuations, investors care less about growth itself and more about whether the growth is speeding up or slowing down.

 Then came November 3

Before the vote, Wall Street already saw the election as a risk for AI. Strategists expected a Democratic sweep to bring more scrutiny of the sector.

Bank of America's Michael Hartnett had warned that a sweep could trigger a 10% drop in US stocks because of the risk to AI names.

That sweep happened. Democrats won control of both the House and the Senate. At first markets went up, then the mood changed. On Thursday, November 5, the Nasdaq fell about 5% by early afternoon. Nvidia dropped 7.5%, AMD 14.6% and CoreWeave 12.1%. The reason was the same across the board: worry that the new Congress could slow down data center construction.

 Why data centers matter here

Frontier AI labs run on compute, and compute needs land, power and permits. The data center build-out became a flash point during the campaign.

The Trump administration strongly backed it, while Democrats, and some Republicans, leaned into local backlash against these facilities and against AI more broadly.

For Anthropic, this is a direct business risk. The company has disclosed compute and infrastructure commitments of roughly $895 billion. If new rules slow data center construction or raise power costs, the math behind those commitments gets harder.

The S-1 itself flags this. Among the many risk factors, the "evolving and uncertain regulatory and political environment" stands out as the one most likely to matter soon.

Timing is now the real question

The bigger short-term issue is when the IPO happens, more than the price.

After Thursday's selloff, analyst Adam Crisafulli of Vital Knowledge told clients the rout was violent enough to possibly delay a listing that was expected this month and could raise up to $100 billion.

Prediction markets reacted the same day. On Kalshi, the odds of an Anthropic IPO by November 30 fell from 84% to 60% in a single day. The odds for a listing by December 31 dropped from 90% to 74%.

The earliest possible trading date was Monday, November 16. With Thanksgiving on November 26, that window is getting smaller as the market shakes.

 What developers should watch

Anyone building on Claude doesn't need to panic. The API isn't going anywhere because of an IPO date. Still, three signals are worth tracking:

Pricing. A smaller IPO raise or a lower valuation increases pressure to show margins, and that can affect token pricing and rate limits.

Infrastructure policy. New state or federal rules on data centers could affect capacity and how fast new models ship.

The OpenAI read-through. Anthropic's listing will set the tone for OpenAI's own IPO, which is expected early next year.

 The bottom line

The election didn't create Anthropic's valuation reset. Slowing growth and AI-bubble worries had already pushed it from $2 trillion toward $1.5 trillion. What the election added was political risk, landing right when the company needs calm markets to price the biggest AI listing ever.

If Anthropic goes ahead in November, it gets public-market money before the new Congress takes over in January. If it waits, the next opening may come with tougher rules.

Either way, the period when AI companies were valued only on growth and hype is ending, and Washington is now part of the price.
