OEM-locked GeM lots vs open-model PHE RFQs: a checklist for Indian plant buyers

Two late-October GeM signals from Indian heavy industry show the same split every spare-parts planner eventually hits. One lot is locked to the original equipment maker or its designated OES. The other names a model and leaves the door open to any supplier who can prove fit and compound. Knowing which kind of RFQ you are writing — and which kind you are reading — saves weeks of dead bidding.

What an OEM/OES lock actually means

Steel Authority of India’s Bhilai Steel Plant (SMS-III) published a GeM buy for proprietary heat-exchanger plates and gaskets (GEM/2026/B/8119149; corrigendum extended the deadline into early November). Aggregator notices make the participation rule plain: only the named OEM or its OES, with back-up quality guarantees, may bid. That is a legitimate installed-base strategy when a plant wants one contractual throat to choke. It is also a closed door for every independent plate press.

Do not treat that lot as a sales target. Use it as evidence that Indian steel SMS cooling fleets still burn through plates and gaskets at volume — and as a reminder to write your own spare RFQs differently if you want competition.

The open-model contrast: AK-20 at DVC Mejia

Damodar Valley Corporation’s Mejia Thermal Power Station is buying 944 channel-plate gaskets plus gasket cement for PHE model AK-20 (GEM/2026/B/8161128), with bids due around 5 November 2026. The model string is on the face of the tender. That is the shape buyers should prefer when second-source stock or price pressure matters.

Public summaries: Bhilai plate/gasket lot and Mejia AK-20 gaskets.

Checklist before you lock a GeM (or private) RFQ

Name the model, not only an OEM part number. AK-20-style strings travel across suppliers; proprietary PN-only lots often do not.

Photograph the nameplate and one channel plate (both faces) before the pack comes apart. Stamp thickness and material beat guesswork.

State compound and fixing. NBR, EPDM, FKM/Viton; clip-on, slit-in, or glued. Cement as a separate line item if your craft fits gaskets on site.

Separate OEM/OES-locked lots from open-model lots in the bid documents so evaluators do not mix scoring rules.

Ask for dimensional interchangeability in the existing frame, material certificates, and first-article photos — not a promise to “match the OEM PN.”

Add a non-affiliation / compatible disclaimer so legal and stores stay aligned.

Independent suppliers can still help on open-model work: quote the pack, ship trial plates, and stock critical compounds before the next outage. ShineHeat’s buyer notes for pre-selection live here: pre-selection. If your next GeM draft still reads like a proprietary PN dump, rewrite it as a model-and-compound RFQ before you hit publish.

Field note: SPWave spiral plate heat exchanger at Pridvinie Distillery

There is no stronger check on a heat-exchanger selection than what the plant says after the unit has been running — not after the FAT, and not after the first clean water fill.

ShineHeat recently received field feedback from the Pridvinie Distillery project, where an SPWave spiral plate heat exchanger (SPHE) is in service:

“Our SPHE works well. The actual results exceeded the customer's expectations.”

That line is deliberately short. We are not claiming a percentage over the thermal guarantee, inventing a certification story, or publishing a duty sheet that the customer did not clear for public use. The useful fact is simpler: after real operation, the spiral did its job and cleared the bar the plant had set.

Why spiral plate units show up on distillery RFQs

Distillery and fermentation-adjacent loops are rarely “clean water vs clean water.” Streams can be viscous, solids-bearing, or fouling-prone. Operators care about:

Heat transfer under the actual fluid, not only the clean coefficient

Pressure-drop control once piping, valves, and CIP circuits are included

Fouling resistance and how fast deposits form between cleans

Maintainability — covers you can open when CIP is not enough

A spiral plate heat exchanger addresses several of those points with a single continuous channel and a helical flow path. That geometry tends to limit the dead zones that multi-pass packs or poorly distributed bundles leave behind, and removable covers give maintenance a practical way in. None of that makes a spiral the right answer for every duty — it makes it a serious candidate when the RFQ mentions sticky media, tight ΔP, or frequent mechanical cleaning.

What “exceeded expectations” does and does not mean

In industrial procurement, “exceeded expectations” is easy to oversell. Here is how we read it for Pridvinie:

It does mean: the installed SPWave unit is operating satisfactorily in the field, and plant feedback is positive relative to what they had planned for.

It does not mean: a published overperformance percentage, a claim that every spiral will beat its datasheet, or a substitute for the next project’s duty sheet.

Selection still starts from both-side duty data, design pressure and temperature, nozzle map, materials of construction, and the cleaning method the plant actually uses. Field feedback confirms the unit earned its place; it does not replace engineering for the next RFQ.

Watch the unit in the plant

A short plant clip of the SPWave unit at Pridvinie Distillery:

https://youtube.com/shorts/OsyPY4QSoPE

 Product page

More on the SPWave spiral plate line:

https://shineheat.com/products/spwave-spiral-plate-heat-exchanger/

Or start from https://shineheat.com/ and send the duty package. ShineHeat supplies SPWave SPHEs for process plants that need compact heat transfer with practical maintenance access — judged on run data, not brochure optimism.

What to check before ordering replacement PHE plates and gaskets for a turnaround

Autumn turnaround calendars are filling again. Refinery and utility outages in Brazil and Europe, plus plate-and-gasket tenders like NHPC's recent GeM buy for a GEA/Kelvion-make unit, all point to the same bottleneck: spare packs ordered too late, or ordered with incomplete data. This checklist is for planners and buyers who need plates and gaskets on the pad before the exchanger is opened — not two weeks after.

Compabloc is an Alfa Laval trademark. Where welded blocs appear below, say Compabloc-style / alternative. For gasketed frames, treat OEM model strings as compatibility targets, not affiliation.

Start from the nameplate and the last open-up report

Photograph the nameplate and one representative plate (both sides) before anyone strips the pack. Capture:

OEM model / type string and serial.

Plate material and thickness (often on the plate stamp, not only the nameplate).

Approximate plate count and which positions are start, channel, and end plates if your OEM uses that scheme.

Gasket compound and fixing (clip-on / slit-in / glued) from the last BOM or storeroom label.

Design pressure / temperature and the fluids on each side.

If the last open-up report mentions warpage, chloride staining, or repeated gasket blow-outs at one pass, put that in the RFQ notes. Vendors quote differently for a clean swap versus a known corrosion case.

RFQ fields that actually change price and lead time

A usable spares RFQ is boring and complete:

Plate model (as stamped), material, thickness, and quantity by plate code if known.

Gasket compound, fixing style, and whether gaskets ship fitted or loose.

Trade term and destination (port or plant).

Need for material certificates, dimensional inspection, and photos of first-article plates.

Target delivery date tied to the turnaround gate, plus a late-delivery consequence you can live with.

Whether the existing frame stays (almost always yes for gasketed PHE spares).

Do not ask a second source to "match the OEM part number" as the only acceptance criterion. Ask for dimensional interchangeability in the existing frame, stated materials, and inspection evidence. ShineHeat's pre-selection notes for buyers live here: pre-selection.

 Lead-time realism for autumn outages

Plate pressing and gasket moulding are capacity-constrained when half the industry turns over at once. Build buffer:

Trial packs (10–20 plates) validate fit before a full 200–400 plate set ships.

Dual-source critical compounds (EPDM vs NBR vs FKM) only when chemistry allows — never mix compounds in one pack without engineering sign-off.

Confirm slit-in gaskets are fitted before shipment if your craft time on site is short.

Public tenders that specify OEM-make models (for example a GEA/Kelvion-make plate count on GeM) are a reminder that buyers already think in model strings. Answer in model-compatible language, with a clear non-OEM / compatible disclaimer.

 Turnaround-week failure modes to pre-empt

Wrong thickness (0.4 vs 0.5 vs 0.6 mm) that "almost" hangs in the frame.

Gasket fixing mismatch (glued ordered when the plant only stocks slit-in tools).

Missing end / transition plates in a mixed A/B count.

Certificates arriving after customs clearance holds the crate.

Put first-article photos and a packing list template in the PO. For welded Compabloc-style blocs the spare logic differs (cover seals and cassette work, not elastomer plate gaskets) — keep those RFQs on a separate form so storerooms do not issue the wrong kit.

 Bottom line

Order against physics, nameplate data, and the outage gate. Treat OEM model codes as compatibility anchors. Leave fantasy cross-reference spreadsheets out of the critical path.

Photo pack to attach to every RFQ

Vendors waste a day asking for pictures you already have on a phone. Bundle:

Nameplate, straight-on and readable.

Full frame from the operator side and the opposite side.

One loose plate (both faces) with a ruler in frame.

Close-up of gasket groove or clip if the pack is open.

Any existing arrangement drawing or last purchase-order line items.

Label files with plant tag and date. That pack plus the checklist above is usually enough for a compatible-plate quote without a site visit.

When the OEM model string is incomplete

Some nameplates only show a frame family. Then count plates and note start, channel, and end codes stamped on the plates. Measure port diameter and centre distances if craft can do it safely. Ask the incumbent OEM for a GA under NDA if you still buy frames from them, even when plates will come from a second source.

Incomplete data creates provisional quotes that change after first-article inspection. Budget one revision cycle in the turnaround plan instead of pretending the first number is final.

Compatible vs OEM — wording that keeps legal calm

State in the PO: compatible / replacement plates and gaskets for model [X], non-OEM, not affiliated with the original manufacturer. Buyers already use OEM model strings in public tenders; clarity beats vague equivalent language that nobody can inspect against.

Leak paths that are NOT plate-pack gaskets: cover seals on Compabloc-style welded blocs

Ops teams get trained to hunt gasketed plate packs when a PHE weeps. That habit fails on a fully welded bloc. There is no elastomer between corrugated plates. The pack is laser- or TIG-welded into a cassette. When you see drips at the frame, the first place to look is usually the cover seal — the gasket (or metal seal) that sits between the removable side cover and the welded pack face — not a mythical plate gasket that never existed.

This checklist is for shift leads, reliability engineers, and mechanical techs who inherit a Compabloc-style welded unit (BlocWave-class alternative included) and need a leak walkdown that matches the hardware.

 Why the mental model breaks

On a gasketed plate-and-frame exchanger, every channel edge is an elastomer. Leak → open frame → find the bad gasket → replace. On a Compabloc-style welded bloc:

Plate-to-plate joints are welded. Channel-to-channel cross leaks go through weld defects or corrosion, not rubber.

External process leaks at the cover face go through cover seals, nozzle gaskets, and sometimes packing around studs or instrument taps.

Utility-side and process-side covers can each have their own seal geometry and material.

If your CMMS still codes every PHE leak as “plate gasket,” you will order the wrong kit and waste a turnaround window.

Walkdown order when you see a drip

Work from outside in. Photograph before you wipe.

Cover face perimeter. Trace the seal land between cover plate and pack. Note which corner weeps first — gravity and stud tension often show a pattern.

Nozzle flanges on the cover. Separate those from the cover seal itself. A flanged nozzle can drip while the cover seal is dry.

Stud / nut seating. Look for washout stains under nuts, elongated stud holes, or painted-over previous leaks.

Instrument and drain taps. Small NPT or flanged bosses get forgotten; they soak insulation and look like a cover leak from ten meters away.

Only then consider internal pack issues (cross-contamination between circuits, unexplained duty loss with dry exteriors). Those need chemistry samples or pressure tests, not a cover-seal kit guess.

Cover seal types you will actually meet

Vendors differ, but field units usually fall into a few buckets:

Elastomer O-rings or flat gaskets in a machined groove on the cover or pack face. Common on lower-temperature liquid duties. Compounds vary (EPDM, FKM, FFKM, etc.) — match fluid and temperature from the seal datasheet, not from a plate-gasket catalog.

Graphite or composite flat seals for hotter or chemically aggressive service where rubber is marginal.

Metal seals / specialized profiles on some high-duty designs. Do not substitute an elastomer “because it fits the groove.”

Never assume the seal on the hot-side cover is the same compound as the cold-side cover. Plants reuse whatever was in the storeroom once; the second leak is often a material mismatch, not a torque problem.

For BlocWave cover and service concepts (without inventing ratings here), start from the product page and pull the unit’s own GA and seal BOM: BlocWave welded plate heat exchanger.

Torque, sequence, and the “we snugged it” failure

Cover leaks after CIP or a nozzle swap are often assembly errors: uneven stud load (star/cross sequence — one corner crushed, opposite under-compressed), reused crushed seals, dirty seal land (spatter, remnant, paint), or warped covers after thermal cycling or impact. Record as-found torque or nut position marks before you strip anything. “We tightened it more” without a baseline is how you stretch studs.

Distinguishing cover weep from pack cross-leak

Symptom

Points toward cover / external

Points toward pack / internal

Visible drip at cover land

Yes

Unlikely alone

Insulation wet only at perimeter

Yes

Check nozzles too

Two process streams mixing in sample points

No

Yes — weld/corrosion path

Duty collapse, exteriors dry

Maybe fouling

Cross-leak or severe fouling

One circuit pressurizes the other at shutdown

No

Internal communication

Do not hydrotest one side against the other with people standing at the cover face and no relief path. Follow the site pressure-test procedure and the OEM/alternative supplier limits for that serial number.

 Spares and CMMS hygiene

Stock cover seal kits by unit serial / drawing revision, not by “Compabloc-style generic.” Groove dimensions and compounds are not interchangeable across brands or generations. Tag CMMS codes separately: cover seal leak, nozzle gasket leak, pack cross-contamination (suspected), stud/hardware — so reliability gets a real Pareto instead of a fake “gasket” mountain.

 Quick ops checklist (print this)

[ ] Photo of leak location before wipe-down

[ ] Which cover (process A / process B / utility)

[ ] Seal compound called out on GA vs what was last installed

[ ] Stud sequence and target from procedure

[ ] New seal kit issued against serial number

[ ] Land cleaned and inspected; cover flatness checked if repeat leak

[ ] Post-assembly soap or tracer check at low pressure before insulation

[ ] CMMS code is cover seal — not plate gasket

Welded blocs earn their keep by deleting plate-pack elastomers. They do not delete sealing discipline. Treat the cover seal as a first-class wear item, and most “mysterious” external leaks stop being mysterious.
