If you work with construction or survey drawings, you have probably received a PDF and needed the
same drawing in CAD. Print shops and cloud converters will happily do it for you, but most of them
upload your file to a server first — and a drawing with project locations, quantities or client
names is not something you want sitting on someone else's machine.

This guide explains what is actually happening inside that PDF, and how to get a usable DXF on your
own PC.

Why most "PDF to CAD" converters give you garbage

A PDF does not store a drawing. It stores instructions for a printer: move to this coordinate,
draw a line, fill this shape. There is no concept of a wall, a dimension or a layer.

Three things follow from that:

Online converters usually trace a raster image. The result is thousands of tiny line
segments that look right from a distance and are useless to measure or edit.

Even good converters cannot invent information. If the PDF was produced by scanning paper,
the geometry simply is not there — only pixels.

Text is the fragile part. PDFs from CAD often carry real text (selectable), but many
workflows convert labels to outlines, so each letter becomes a shape.

First: is your PDF vector or scanned?

Open the PDF and try to select a dimension label with the mouse. If you can select the text, the
file contains vector geometry and text, and conversion will give you real CAD entities. If nothing
selects and the text looks soft when you zoom in, it is a scan and you need a different approach
(automatic tracing, or a vector-aware raster-to-vector step).

 The workflow that works

I use a Windows tool called Shuji PDF for this. It runs completely offline — no upload, no
account, no per-page fees. Here is the whole process:

Unzip and run. It is a portable ZIP: unzip anywhere, run
Shuji PDF.exe
. Nothing is
installed and nothing is written to the registry.

Open the PDF and find the page with the drawing (
File → Open
, or just type the page
number in the page box).

Detect the drawing — the tool tells you whether the page is vector or a scan before you
spend time converting. Lines, curves, rectangles, text characters and images are counted
separately.

Convert to CAD. The default output is DXF R12 (AC1009), which every CAD program on the
planet can open — including older AutoCAD versions, ZWCAD, GstarCAD, BricsCAD, DraftSight,
LibreCAD and QCAD.

Open the DXF in your CAD program and check it against the PDF: pick one dimension you know
(a wall length, a grid spacing) and measure it.

The settings that decide whether the result is usable

These four matter more than anything else:

Layers by line width. A construction drawing has heavy outlines and thin dimension lines. If
everything lands on one layer, the drawing looks like a mess. Shuji PDF splits entities into layers
by line width (
W084
,
W072
,
W048
,
W012
, plus
TEXT
and
FILL
), so you can isolate or
freeze the parts you do not need.

Drawing placed at 0,0 and scaled. Raw PDF coordinates can be enormous or even negative, and
then the drawing opens off-screen. The tool moves the geometry to the origin and scales it to a
width you choose — so when the file opens, the drawing is right there in front of you.

Text kept as text. Where the PDF has real text, you get editable text entities, not outlines.
Where the source had already outlined its labels, you get precise vector shapes instead of guesses.

One file per conversion. No "R12, R2012, with fill, without fill" folders to sort through
afterwards. If you need a variant, there is an explicit switch (
--fill
,
--size
,
--r2010
).

 Common problems (and the fix)

Text looks gigantic in CAD. The drawing was scaled but the text height was not. In a correct
conversion the text height should be roughly 1–3% of the drawing width, not 25%.

The drawing seems empty when I open the DXF. Check
ZOOM → Extents
, and check the drawing
is not far from the origin. This is exactly what the "move to 0,0" step prevents.

Only the outline appears, the hatching is missing. Fills are often on their own layer — turn
the
FILL
layer on, or generate a build with fills included.

The conversion fails with a permission error. The DXF (or the PDF) is open in another
program. Windows locks the file; close it and retry, or write to a new name.

 What it costs

Reading, printing, PDF to Word, tables to Excel/CSV, merging and page extraction are free — no key,
no account, no upload. Only the CAD conversion is paid: a one-time licence (USD 39, up to three
computers, offline after a single online check).

Download the current build: github.com/shujipdf/shuji-pdf

Product page and licence keys: shujipdf.gumroad.com/l/shuji-pdf

Questions: shujipdf@outlook.com

If you have a drawing that comes out badly, send me a page of it — I am always interested in the
cases that break converters, because those are the ones worth fixing.
