I am working on task for my university and I have to implement haming code in c# for 8 bits .
There are some example on the Net for 15 bits , and I have looked at different websites but could not find any solutions :(

some classmate or friend ask me about start framework of server . myself develop microsoft framework but i don't suggest it! maybe python or java is bether.in the my country(iran) all the startup run as php or java there are any startup with .net!please tell me about your country and in you opinion which framework of server do you suggest for beginner ?why?
