When choosing a laptop for a CSE degree, consider your development environment before choosing your operating system.

macOS: A Unix-based environment with support for Python, Java, C++, JavaScript, and common backend development workflows. Xcode requires macOS, so it's the natural choice for iOS development. Apple Silicon doesn't offer native NVIDIA CUDA support, and memory generally isn't upgradeable.

Windows: Supports Visual Studio, .NET, and many other development tools. Windows Subsystem for Linux makes Linux-based workflows accessible. Selected models provide RAM and SSD upgrades, while compatible NVIDIA GPUs can support CUDA workloads.

A practical baseline: 16GB RAM and a 512GB SSD are reasonable starting points for many students. Consider more capacity if you regularly run Android Studio, Docker, virtual machines, or machine-learning frameworks.

Neither OS makes you a better programmer by itself. Select the setup that supports your coursework and projects.
