The thing I've often found lacking in estimation is review of past estimates; to see how accurate they are.
But the most helpful thing is always "Can the team say in their own words what done looks like?" If they can say that, then they should have adequate information to give an estimate. And if they can't, there's likely more breakdown work to do.
