As a developer I don't like wordpress as a CMS because it never outgrew its blog roots. This is why the first content type is still named posts.
It also isn't evolving with PHP. If you look at the main repository, github.com/WordPress/WordPress, there is no composer, no web/public directory to only expose the things that need to be exposed, and so on.
The github.com/WordPress/wordpress-dev... repository is an improvement, but there is still a long way to go if it wants to catch up with the more up to date PHP CMSes.
By not evolving the base a lot of add-ons keep getting security bugs. Like all free things it comes with tradeoffs. If you have sensible user data that gets exposed, it can cost you a lot.
From a business perspective I understand wanting to have low costs. It all depends on how you want a website to evolve.
If you don't need a lot of customization, go with a platform that has a good reputation. Even it costs a little.
If you want a custom website that is going to get more functionality over time, talk to a company that allows you to evolve your website. It is going to cost more, but you will know the website will fit your needs.
