JavaScript is in my opinion the best language and tool for creating a universal form handler on the Internet. In addition, html and css create the texture and parameters of the page view on the network.

The web likes order, JavaScript, html, css it is better to store it in a table in 3 columns. It is easier to read for both business and development. Confluence is a good fit for this purpose.
