This are all questions that you should ideally make yourself before creating articles like this. If not they just look "spammy" instead of actually being useful for readers. In order to solve this issues my suggestion is:
Group the links in categories (PHP, HTML, and so on).
Before going into the list, explain the reasoning you used to group them and sort them (why the first is in the first place?).
Maybe separate it into different articles in a series of articles to make it more diggestable.
Add a description to each link to make it more glanceable.
This lists might be ok for personal notes, but as an article it needs a little bit more work in order to be useful for others.
