The Fact that HTML/CSS are not considered as programming language it's because either both perform any calculations just like any other languages do. And they do not work with

  • Strings
  • Numbers (Intengers - Floating)
  • Conditionals (Boolean [True or False])
  • Calculations

And they also do not solve any computing problem. Instead they purpose were to share information and to style that information you sharing.

But instead they are use for what they are primary been designed for which is in the case of HTML is sorted it out complex and extended/loss of information in a well-formatted readable document. And in CSS, the styles with all have in life. Do you imaging life without colors?? CSS is there to give that style to that important information that might have been shared thru an awesome HTML document.
