There is one fear I see consistently everywhere: the fear of change. You speak about it, but I would like to underline its importance.
When there are new ideas given, many will follow their misconceptions: "nobody will work anymore!", "it's too slow", and so on. Of course, they never tried the idea, they dismiss the studies, and they stay safe in their worlds.
This is the most powerful driver to me.
