I got bored and had a go. Please do not look at my code.....:)

def up_array(arr):
    res = reduce(lambda r, x: (r[0]+[(x+r[1])%10],(x+r[1])/10), arr[::-1], ([],1))
    return (res[0]+[1])[::-1] if res[1]>0 else res[0][::-1]

print up_array([2, 3, 9])
print up_array([9, 9, 9])
print up_array([9, 9, 0])
print up_array([2, 9, 9])
print up_array([9,9,9,9,9,9,9,9])
