More or less the latter. Since the $5/month you pay is banked for the entire month to share monetization across the web, it will be a small fraction of said $5 value. When rounded, that's about $0.36 per hour you spend on the content.

Of course, only very few websites out there adopted this yet (barring a few sites like dev.to or CSS-Tricks, to name a few), so unless the sites you visit frequently adopted some sort of web monetization, it might look like it's not worth it on the surface. But if you watch a lot of Twitch streams (like I do), it's totally worth it since it allows you to support them directly without having to commit to monthly subs/Twitch Prime subs.
