Bureaucracy with a Human Face: Reforming the Institutional Imagination

This article presents a novel vision of public administration reform, in which the "dignity metric" becomes a central focus. The author argues that citizen dignity should not be merely an empty slogan, but a measurable, auditable parameter. The proposed changes include the introduction of bilateral translation of algorithmic decisions, which is intended to ensure full transparency of AI activities in the public sector. A key element is also a new accountability architecture, including "prudential immunity," which is intended to encourage officials to make bold, pro-citizen decisions. The article examines mechanisms such as regulatory sandboxes and the life-hours metric, striving to create a state that respects individual time and agency while eliminating bureaucratic oppression.
