Here is what it is in mot of such scenarios:

• There are 2 people conducting the interview. A 'techie' and his manager.
• The 'techie' wants to conduct the interview but he must also showcase how awesome he is to the manager sitting next to him.
• He asks completely unrelated algorithm related questions in a clearly front-end interview which frustrates the candidate and impresses the manager.

Rinse and repeat.
Also in such interviews the 'techie' is almost always a 'he'.
