I’ve never, ever had to buy an SSL cert separately from a domain name. If your domain name registrar doesn’t give you an SSL cert for free, pick a different registrar.
I disagree that one should expect a registrar to supply a cert. Many hosting options also supply free certs using Let's Encrypt (or other CA options). I have used Google Domains and Namecheap for their clean UX, but neither of them supply certs. Hosting a site on Netlify makes this a non-issue.

In most cases you can use free certificates from Let's Encrypt.
