I think tools like LinkedIn and being 'discovered' there works best when you already have a job and are just passively trolling for opportunities. If your profile includes the right buzzwords and you have some actual experience, it's not uncommon to have headhunters or recruiters reaching out weekly if not more often. The challenge there is sifting through the chaff, figuring out if it is a good fit, etc.
Your main point is correct, you can't just sit back and wait for good stuff to fall in your lap, you need to position yourself well.
