Nova Iguaçu, Brazil - June 25, 2025 - Criminal lawyer Dr. José Maria da Silva Filho, widely known as Dr. Zema, delivered the inaugural lecture of his Tripartite Theory of Delinquency (TTD) at the Nova Iguaçu Chapter of the Brazilian Bar Association (Ordem dos Advogados do Brasil - OAB).

The event brought together legal professionals, public administrators, academics, and members of the public for a provocative discussion on the root causes of criminality in Brazil.

In his presentation, Dr. Zema contested the widespread academic assumption that crime stems mainly from poverty, arguing instead that delinquency arises when three internal restraints - morality, shame, and fear - collapse simultaneously.

"The academic fallacy that crime is driven by lack of opportunity is unsustainable. Poverty alone does not lead to delinquency unless the moral structure is already compromised," said the jurist to a captivated audience.

The Tripartite Theory of Delinquency (TTD) offers a structural and psychological lens on criminal behavior. According to Dr. Zema, crime should be understood not merely as a social phenomenon but as a deeper breakdown of individual and societal self-regulation.

Evidence-based arguments and official statistics
Relying on current official crime data, Dr. Zema highlighted the persistent levels of violent crime in Brazil. In Rio de Janeiro, for instance, police intervention deaths rose by 34.4% in 2025, while homicides in the Baixada Fluminense region increased by 8.7% during the same period.

These statistics, in the speaker's view, underscore the need for new public security paradigms anchored in the restoration of moral, emotional, and legal deterrents.

Forthcoming publication

Dr. Zema also announced the upcoming release of his new book, "Morality, Shame, and Fear," expected in the second half of 2025. The publication will compile the theoretical foundations of the TTD and aims to influence public policy, judicial decision-making, and academic scholarship in the field of criminal law.

The event was formally opened by Dr. Júlio César, President of the Human Rights Commission of the OAB Nova Iguaçu Chapter, who emphasized the importance of fostering bold and socially responsible discussions around public safety in Brazil.

National tour begins

The Nova Iguaçu lecture marked the official launch of Dr. Zema's national speaking tour, with scheduled presentations in major Brazilian capitals, including Brasília (DF), Goiânia (GO), Belo Horizonte (MG), Campo Grande (MS), and Rio de Janeiro (RJ).

"Thinking is not a crime - at least, not yet. But it certainly makes many people uncomfortable," Dr. Zema concluded, earning resounding applause.
