Can you detect geofencing settings on a server with Javascript?

Hello, I am trying to solve a problem, and need to see if it is possible to do this in javascript. I am having an issue with websites that are geofenced, and my proxy. In order to resolve it I am trying to see if there is a way to write some Java script that would detect if a web site was geofenced then disable the proxy. This code will go into the PAC file for the proxy which is hosted locally on the system, and accessed via loopback. Any thoughts, ideas, and suggestions are welcomed.
