I want to create a menubar setup page in EDK2

I am working on opensource EDK2. So i want to develop a setup page in edk2. I have following questions:
1) How can create the setup page on hotkey or scankey such as F2?
2) where i can set the hotkey or scankey such as F2 on startup?
