the framing that settlement and workflow integration are "most defensible" is right — and the reason is that protocol-level payments (x402, AP2) solve initiation but leave settlement unowned. when a multi-agent pipeline touches UCP for commerce and AP2 for payments in the same transaction, who reconciles the delta if one leg fails?
