Not directly, but there's some truth in there. I still feel that developers usually are seen as It guys and are expected to solve every computer problem out there regardless what it is. So like always, it's not that simple.
That is also true. Like in any highly specialized job, there is a lot of ignorance with people who are not familiar with it and it so happens that more often than not, those are the very people who interview candidates for the position.
