I mean in the end any place on the internet can be a toxic place. Toxicity is purely relative. What one person thinks is toxic, I might not say that.
I myself don’t think it is. I understand others have a different view about that because they have had a different experience. My experience has always been a pretty good one. I still have a question that I asked like 7 years ago still getting positive votes. I love that. I love knowing that what I thought was a stupid question at the time is still helping people out to this day.
Does Stackoverflow have people there that can create a toxic environment? Sure, no doubt. But so does every place on the internet. Dev.to even has people that I think creates a toxic environment. That doesn’t mean it’s a toxic environment. It’s just how the internet, and quite frankly the world works. We are all different people and have different views and opinions on how things should be.
