I had the same question in mind when I stumbled across this thread on github community.
Github does not reveal the exact algorithm but does mention that there is an additional criteria apart from stars to decide the trending repos.

Didn't know about github.community, thanks! Ok, it answers the question. @Franck Abgrall had the same issue as the author of the post yesterday having a repository gaining around 100 stars in a day and a pull request but didn't get into the trending page. Now I understand why, Thank you Ankita 🙂
