They are different things. Heroku sells a plataform, whilst Digital Ocean sells infra.
DO is cheaper because you have to do more work which Heroku saves you from doing(making it expensive).

Just until recently I realized how excellent is Heroku Dev Center. Many years using Heroku and many doubts and issues got solved just by reading an article or docs in the Dev Center.
