Jira has always been a tool that I've never seen any developer actually like. It always seems like only managers want it. Because it's easier for them to track progress. "Do the process this way so I know what you are doing."

I prefer: Managers define what needs to be done in a more general sense.

What the project will involve and what it doesnt involve.

Then give it to the developers. They come up with their own todos and flows.
