Brian, I have not seen what you have seen in regards to functions and having to deploy it first. I'd reach out to Netlify and see if you ran into a bug.

I think I have mentioned it to them before but I will be sure to report it again. In my experience, I've always had issues with a function that doesn't yet exist on Netlify. It's like it's there but I can't hit it. However, once I deploy it works and any changes I make suddenly show up locally as well. Could be a PEBKAC error though.
