It sure looks as every bit as free and OSS as CoreUI-free is... Maybe even more so, since it isn't a cut-down version of a "Pro" suite of templates like CoreUI-free is. But "components"?? No. While there are partials and SCSS that can be modified and compiled with Gulp - this is definitely not a component kit like CoreUI and CoreUI-Pro are.

Finally, I should mention that I think CoreUI is one of the, if not THE, best Admin Template available and I think it's every bit worth the cost of ownership, which supports further development and gives you a few extra components and plugin integrations (FullCalendar/DataTables) that come already integrated for you. I currently hold an Enterprise license, which gives you access to all the templates, a (rather old now) Sketch file for mockups, and access to the Pro GitHub repos.
