Is this just a personal preference? As the tag moderator of #python, I'm unaware of any such site or tag policies. One should be careful not to mislead people into confusing one's personal preferences with actual site rules. I've noticed you post this sort of comment often, and I would encourage you to rephrase your requests to make it clear it's your preferences, not site rules.
All caps titles, while perhaps not visually appealing to some users, are perfectly allowable under both tag and site rules.

Yes, those are my preferences, but I think it should be all of them. Having a title only in uppercase makes it aggressive to read. And as a reader, I'm afraid that if people keep putting their headline that way, it might be seen as badly as on Youtube.
I'm not doing this to denigrate the author, but rather to avoid this kind of trouble. 😊
