I suspect for completeness, dynamic websites have to interact cache, also dynamic content can comes from API responses. I suppose these 2 aspects are missing in your article but I can't see this as a problem to understand the point you are making.
In terms of hosting, AWS Amplify for instance is a CI/CD that can deploy static websites with very little effort. When AWS Amplify is used to host a static website, the cost is a very cheap hosting service and I could see this info in this article to be of great value
