Never once had a recruiter ask for a cover letter in almost 30 years as a developer. Is this a US thing?
Here in France/Luxembourg, it depends a lot on the employer. Governmental institutions or companies that attract a lot of people sometimes require one
However, it is still not requested most of the time. I don't know where this percentage comes from
