I want to start from practicals as well as understanding concepts from core how to be either a security expert or an hacker. Everyone recommend to start a jump through TCP - IP but what about practical application?

I think it's a bit dated but it gives you a good foundation to start with Hacking.
Afterwards you will be able to deepen with several books, sites, and guides.
