This is not a criticism of Microsoft’s direction.
It is the next maturity layer on top of it.
Microsoft is giving enterprises the right building blocks:
- Copilot
- SharePoint agents
- Declarative agents
- Knowledge sources
- Copilot Pages
- Frontier / Cowork
- Custom Skills
- Workflow surfaces across Microsoft 365
That matters.
SharePoint agents can help users interact with site and library content, summarize documents, answer questions, and support knowledge work inside the Microsoft 365 environment.
Declarative agents can extend Copilot with defined instructions, selected knowledge, and actions while remaining aligned with Microsoft 365 security, governance, and compliance foundations.
Copilot Pages turns AI-generated output into persistent, editable, and shareable work.
Cowork signals where this is heading: AI that can use skills, create files, draft emails, schedule meetings, search across the organization, and ask for approval before higher-risk actions.
But here is the enterprise risk:
Skills can become the new prompt sprawl.
A folder full of clever instructions.
A few reusable rulebooks.
A handful of impressive demos.
But no common standard for:
- Ownership
- Review
- Quality
- Reuse
- Versioning
- Measurement
- Lifecycle management
A Skill can encode a repeatable process.
A reference file can hold the rulebook.
A design file can carry brand logic.
A Quick Step can expose the workflow.
That is powerful.
But it does not answer the harder enterprise operating questions.
The hard questions
Who owns the rulebook?
Who approves changes?
How are Skills versioned?
What happens when a source file is outdated?
How is output quality measured?
Where does human review sit?
What should be an agent?
What should be a Skill?
What should be a workflow?
What should remain a normal business process?
That is where the real AI operating model begins.
Skills are packaging. Governance is the advantage.
The mistake is treating Skills as the destination.
They are not.
Skills are a packaging format for repeatable thinking.
The real advantage is not the instruction file itself.
The real advantage is the governed system behind it.
Without that system, Skills can become operational clutter.
Useful, but inconsistent.
Powerful, but unmanaged.
Reusable, but unmeasured.
Automated, but not trusted.
The future is not agent versus Skill.
The future is orchestrated AI work.
Agents, Skills, rulebooks, design systems, workflows, and humans each need to do the part they are best suited for.
Agents can coordinate.
Skills can execute repeatable patterns.
Reference files can preserve rules and standards.
Design systems can protect consistency.
Workflows can create business continuity.
Humans can provide judgement, approval, escalation, and accountability.
That is the real enterprise shift.
Not saving prompts.
Not building agents by default.
Not creating endless instruction files.
The shift is building the operating model for how AI-assisted work gets done.

In the R.A.H.S.I. Framework™, the maturity question is not:
How many AI Skills have we created?
The better question is:
How cleanly can we convert expert judgement into governed, reusable AI capability?
That requires more than a Skill folder.
It requires:

The teams that win will not simply have the most Skills.
They will have the cleanest system for turning expert judgement into reusable AI capability.
Skills are not the strategy.
They are the execution layer.
The strategy is the operating model behind them.
The enterprises that understand this will move beyond prompt libraries and isolated demos.
They will build governed AI capability that can scale across teams, workflows, and decision environments.
Skills are the packaging.
