you can deploy any of the services available based on the task you need to complete,but for the sake of this post we'll be using the language service to translate.
STEP 1.
login to your azure and search cognitive service
STEP 2
under Language, click on Create under Translator
STEP 3
Fill out the neccessary fields then review and create
go to resource
STEP 4
Now you can translate from any language you want
